Born on Friday, 5th July 1968 in Accra-Ghana to Mr. Daniel Ahele Quarcoo (deceased) of Accra and Madam Elizabeth Odofoley Nortey of Osu-Accra.  Both parents are Ghanaians. I was named Bernice Anowa Quarcoo at birth.  I am married to Mr. Samuel Bampoe Welbeck a businessman resident in Accra and a national of Ghana and we have two children, a boy and girl.

I am a very warm person.  I am passionate, principled and confident but an easy going person.  I am firm and committed and like to defend my principles.  I have as my motto “I do not want to be associated with failure.”  This is because failure breaks my heart.  Perhaps this is why I have often been described as a “powerful woman.” Though I don’t often want to be referred to as “powerful” except where it is in the positive.

I am treading a path which I believe only few people especially women would dare tread because of its challenges. We still have men in my country who believe as in the past that, women should take a second place. It is not easy competing with the men, but you need to be strong and focused. Most of them would do whatever it takes to frustrate you in your progression. But I am confident that I will make it. I have gained a lot of experience and also learnt a lot in my various capacities and in the roles I played. For me, contrary to the perception that many people in my country have about working in the Public Service, I hold a completely different view
